Two completely different rowhouses on the same block

The Patterson Park and Highlandtown Historic District went on the National Register on
December 27, 2002. It covers roughly 295 acres and about 120 blocks of what the nomination calls
unbroken streetscapes of modest rowhouses on gridded streets, and its period of significance runs
from first settlement in 1867 through 1952. The district has lost less than one percent of the
architectural fabric it had before 1952.

That 1867 to 1952 span is the single most useful fact about selling here, because it means
Highlandtown contains two different houses that look similar from a car. The older ones are the
pre-1915 type: 12 to 16 feet wide, one room wide and three rooms deep, with interior rooms that
never had a window. Then around 1915 and through the 1920s the daylight rowhouse arrived. It
widened to 20 or 21 feet, went two rooms deep so that every room but the bathroom got a window,
and added a front porch, a bit of lawn and a rear garage.

Those two houses need different work, appraise differently, and sell to different buyers. A
national buyer’s model does not know which one you have. We do, and we look before we quote.

Formstone, and what is under it

Formstone hit its peak in the 1950s and fell out of favor in the late 1960s, which lines up
almost exactly with this district’s building stock. It was applied over soft old brick as a
moisture fix and a modernization, and it usually became neither. Removal plus repointing the
brick behind it runs $15,000 to $40,000, and where the brick has spalled badly it has to be
replaced rather than repaired.

Under the panels the rest of the age shows up. Construction from 1867 to 1952 is entirely
pre-1978, so lead paint should be assumed present. Rowhomes built from the 1900s through the
1950s frequently still carry knob and tube wiring, and a full rewire runs $4,500 to $9,500.
Pre-1930 sections use lime putty and animal hair plaster over hand split lath while the later
daylight houses often do not, which means two repair methods inside one row. Highlandtown is
also named specifically among the Baltimore neighborhoods whose basements are notorious for
flooding.

Where Highlandtown is

Haven Street on the east, Baltimore Street on the north, Linwood Avenue on the west, Eastern
Avenue on the south. West of Linwood is Patterson Park. Past Conkling Street to the west you are
into Canton.

Locals navigate by the alphabet streets running Baylis through Haven. Eastern Avenue is the
commercial spine, and Highlandtown Main Street runs it from Ellwood Avenue to Haven Street, a
ten block stretch designated in 2004. Conkling Plaza got sculptural seating, new lighting and
the hot pink trash cans. Engine House Number 41 at 520 South Conkling Street is the landmark
everyone can point to, and the Creative Alliance is the cultural anchor. The place started life
in 1866 as a village called Snake Hill, was renamed Highland Town in 1870 for the view over the
city, and was annexed by Baltimore in 1919. ZIP is 21224.

The permit history problem

The National Register nomination makes a point that a cash seller should read twice. It notes
that many of these rowhouses have been altered over time, and that those alterations are
inextricably linked to the persistence of home ownership in the neighborhood. In plainer words:
generations of owners did their own work, and a lot of it never saw a permit.

That shows up in the current numbers. Recorded housing violations on residential properties in
the Highlandtown statistical area went from 1.05 percent in 2020 to 5.34 percent in 2023.
Meanwhile properties pulling rehab permits over $5,000 fell from 8.15 percent in 2020 to 3.64
percent in 2023, the steepest decline of the city areas we track. Violations up, permitted work
down. That is deferred maintenance in a chart.

An open violation is not a reason we walk away, and it is not a reason to be embarrassed. It
is a reason to know your number before you talk to anyone. See
how Baltimore code violations work in a sale.

Vacant building notices and tax liens

Baltimore had 13,796 vacant building notices on record as of October 2022. In March 2026 the
city contacted the owners of roughly 400 properties who were living in rehabbed homes that still
carried a vacant building notice, and who were facing real costs to clear it. If that is your
address, the notice does not stop us buying. See
selling a vacant Baltimore property.

Liens are the other pressure here. The Highlandtown statistical area had the highest tax lien
rate of the four city areas we track, at 2.10 percent of residential properties in the 2019
data. In Baltimore City a non owner occupied property becomes tax sale eligible once combined
city liens reach $750, and an owner occupied one at $1,000, with the sale held annually in May.
Redemption then runs at 18 percent for non owner occupied residential property and 10 percent
for owner occupied. Those are city rules and they do not apply out in
Dundalk. If a lien is what is driving your timeline, read
how the Baltimore tax sale works and
what a water bill lien actually does before the May date gets
close.

What Highlandtown houses are worth

Source Figure As of
Live Baltimore neighborhood profile $332,500 median purchase price undated on the page
Homes.com, Highlandtown $334,900 median April 2026
Homes.com, Highlandtown $350,000 trailing twelve month median, up 12 percent trailing twelve months
BNIA Vital Signs, Highlandtown statistical area $365,000 median sale price 2023 full year

Two cautions. The BNIA figure covers a statistical area that is wider than the neighborhood
lines, so it is context rather than a Highlandtown number. And every one of these is a blend of
gut renovations and houses nobody has touched since the 1970s, sold on the same streets in the
same year. A median built out of both tells you very little about which one you own.

Who sells here, and why

Highlandtown is the most investor exposed of the city neighborhoods we buy in. Owner
occupancy in the statistical area was 57.22 percent in 2020, the lowest of the four, and Live
Baltimore puts the neighborhood at 55 percent owners and 45 percent renters. Cash sales have
climbed steadily, from 9.19 percent of sales in 2020 to 14.75 percent in 2023.

Only 7.84 percent of residents are 65 or older, so this is not primarily an estate market the
way other older parts of the city can be. The sellers we actually
meet here are small landlords who have decided they are done, owners holding a house with an
open violation or a stuck vacant building notice, and people who have been quietly deferring a
$20,000 exterior job for six years.

Selling a Highlandtown house as is

Formstone still on, violations still open, tenants still in place, none of it changes whether
we buy. No repairs, no commission, no fees, and closing in as little as seven days. If the work
is the problem rather than the timeline, we also fund renovations ourselves and sell at a price
agreed in writing before work begins, set above the home’s current value.

The order matters here more than most places. Find out what the house is worth, then decide
what to do about the violation, not the other way round.
Put your Highlandtown address into REBA and the valuation comes back in
minutes, free, with nobody calling you. If a written offer is already on your kitchen table, we
will beat it or say so plainly. The rest of the city is mapped on
our Baltimore neighborhoods page.

Questions people ask

Do I have to take the Formstone off before selling?

No. Removal plus repointing the brick behind it runs $15,000 to $40,000, and where the brick has spalled it needs replacing rather than patching. That is a buyer's problem, not a seller's obligation. We buy Highlandtown houses with the Formstone exactly where it is.

Can I sell a Highlandtown house that has a vacant building notice?

Yes. Baltimore had 13,796 vacant building notices on record as of October 2022, and in March 2026 the city contacted about 400 owners of rehabbed homes that still carried one. A notice complicates a mortgage. It does not stop a cash sale, and we price it up front.

What is a Highlandtown rowhome worth?

Live Baltimore lists $332,500 and Homes.com reported $334,900 in April 2026, with a $350,000 trailing twelve month median. Those blend gut renovations with untouched houses on the same streets, so treat them as context. Your number depends on which of the two Highlandtown house types you own.

My Highlandtown house has liens against it. Is a sale still possible?

Yes, and it is common here. This area carried the highest tax lien rate of the city neighborhoods we track. In Baltimore City a non owner occupied property becomes tax sale eligible at $750 in combined liens and an owner occupied one at $1,000, with the sale each May. Liens get settled at closing.

What is the difference between the old and new Highlandtown rowhouses?

Pre-1915 houses are 12 to 16 feet wide, one room wide and three rooms deep, with windowless interior rooms. The daylight rowhouse arrived around 1915, widened to 20 or 21 feet, went two rooms deep so nearly every room got a window, and added a porch and rear garage.
