First thing: Dundalk is Baltimore County, not Baltimore City

Most of what gets written online about selling a house in Baltimore does not apply to you.
Different tax office, different permit counter, different inspector, different rules if things
go wrong. Baltimore County tax sale redemption runs at 12 percent per year with a six month
redemption period from the date of sale, under section 11-2-402 of the county code. The city’s
$750 and $1,000 lien thresholds, its 18 percent redemption rate and its rental license regime
are city rules. They are not yours.

Ground rent is the same story. It is overwhelmingly a Baltimore City arrangement and Dundalk
sellers usually do not have one, though it costs you nothing to check your deed and the state
registry. If it turns out you do, here is how ground rent works and
it does not stop a sale.

There is one place where this gets genuinely strange. The city and county line runs straight
through St. Helena. Two houses facing each other across one street can sit under different tax
sale rules, different lien thresholds and different rental licensing. If you are on the 21224

Three waves of houses, and one that matters most

Dundalk is a company town that outlived the company. Bethlehem Steel bought about 1,000 acres
near the McShane Bell Foundry in 1916 and formed the Dundalk Company to house its steel and
shipyard workers, planning it on Garden City lines with curvilinear streets around a community
center, explicitly modeled on Roland Park. In 1918 Bethlehem partnered with the federal Emergency
Fleet Corporation on the only two such housing projects in Maryland: St. Helena, 284 row houses on
a grid west of Dundalk Avenue for unmarried shipyard workers, and the Dundalk project, 531 family
houses east of Dundalk Avenue that people now call Old Dundalk. Those early houses run Colonial
Revival, Tudor Revival and Art Deco, generally built between 1910 and 1940.

The second wave came with the Second World War, when Dundalk was expanded to house white war
workers. Bethlehem made no housing investment for Black workers, who settled in Turner Station.
Appalachian migrants arrived for the wartime and postwar jobs.

The third wave is the one that matters commercially, because it is most of the housing. Of
26,780 housing units in Dundalk, 9,973 were built in the 1950s, 5,167 in the 1940s, 2,991 in the
1960s and 3,011 in 1939 or earlier. The median year built is 1955, 67.8 percent of the stock
predates 1960, and 84.7 percent predates 1980. Just under half is attached rowhouse and townhouse
stock, and just over a third is detached.

The oil tank and the aluminum wire

These are the two Dundalk repair items that barely come up in the city neighborhoods, and both
of them can stop a conventional buyer’s lender or insurer.

  • Oil heat. 971 occupied Dundalk housing units still heat with fuel oil or
    kerosene. An end of life oil furnace in a 1950s house is one thing. A buried tank in the yard is
    another, because that carries environmental exposure that a retail buyer’s attorney will want
    resolved before settlement.
  • Aluminum branch wiring. The Consumer Product Safety Commission found that
    homes built before 1972 and wired in aluminum are 55 times more likely to have connections
    reaching what it calls fire hazard conditions than copper wired homes. Aluminum branch circuits
    appear in cable installed from 1965 through the mid 1970s. Dundalk has 2,991 units from the 1960s
    and 1,545 from the 1970s, roughly 4,500 houses inside that window.
  • Lead paint, given that 84.7 percent of the stock predates 1980.
  • Asbestos siding and floor tile, standard across 1940s and 1950s workforce
    housing.
  • Knob and tube, confined mostly to the roughly 3,000 pre-1940 houses in Old
    Dundalk, St. Helena and Turner Station.

Baltimore County itself puts the median age of its housing at 48 years against 39 nationally,
with almost half of homes built before 1970, and names Dundalk among its older first tier postwar

Where Dundalk is

About 17.4 square miles, mostly at sea level on the coastal plain by the Chesapeake, bordering
Baltimore City to the northwest, Essex to the northeast, Sparrows Point and Edgemere to the
southeast, with the Patapsco to the south. The places locals name are Old Dundalk, St. Helena,
Turner Station, Graceland Park and Harbor View, Gray Manor, Gray Haven and Bear Creek, Holabird,
Watersedge, Stansbury Park, Squires, Beachwood, Beverly Hills and North Point Village.

Main roads are Dundalk Avenue, Merritt Boulevard, North Point Boulevard, North Point Road,
Holabird Avenue, Wise Avenue and Sollers Point Road. Landmarks are the Historic Dundalk Village
Center, the North Point Government Center at 1747 Merritt Boulevard, CCBC Dundalk, Eastpoint Mall,
and Tradepoint Atlantic out at the Point. ZIP is 21222, with the city side addresses in 21224.

The mill closed and the houses stayed

Sparrows Point was once the largest steel plant in the world. Bethlehem ran it from 1916 to
2001, then it changed hands five times in ten years, and RG Steel filed for bankruptcy on May 31,
2012, at which point roughly 2,100 remaining steelworkers lost their jobs. The site became
Tradepoint Atlantic in 2014, and now holds an 855,000 square foot Amazon fulfillment center that
opened in 2018 with about 2,000 jobs and a 1.3 million square foot Under Armour distribution
facility with about 1,000.

Logistics work replaced steel work. It did not replace the wage level or the pensions that
originally paid for these houses. Dundalk peaked at 85,377 residents in 1970, when it was the
largest unincorporated community in Maryland, and was down to 67,796 by 2020. Median household
income is $64,520 with a poverty rate of 17.4 percent. That is the actual context for why a
$25,000 repair list here is not a small thing.

A working range of roughly $200,000 to $255,000 is fair, with attached workforce rowhouses at
the low end and detached houses on the water side at the top. The census figure measures what
owners estimate their homes are worth, which is a different thing from what houses actually
closed at, so the gap between $212,700 and $239,946 is methodology rather than disagreement.

One thing worth saying plainly: Dundalk is the only area on this site where the median sale
price is currently falling year over year. If you are weighing waiting against selling now, that
is a real input, and it is one most buyers would rather you did not know.

Who sells in Dundalk

The people who bought these houses bought them on a steelworker’s wage, and a lot of them never
left. Roughly 45 percent of Dundalk homeowners are now 60 or older, and about a third of the
16,243 owner occupied households are headed by someone past 65. Dundalk is also 64.6 percent
owner occupied, so what changes hands here is mostly a real family’s house rather than a
portfolio.

What that produces is a specific phone call. An heir who lives somewhere else, holding a paid
off 1950s house with an oil furnace, original windows and forty years of postponed work, in the
one market on this site where prices are drifting down instead of up. That is hard to list and
